C3S launched its Issue Brief initiative. An issue brief is a summary of the knowledge surrounding an issue or a problem. It summarizes the issue by giving clear, concise, and complete information describing all facets of a particular issue including a detailed illustration in the form of images, data, and facts. It also includes recommendations for action and predictions on the future course of an issue.


Abstract


The sixth Quad summit, held in Claymont, Delaware on September 21, 2024, brought together leaders from India, the U.S., Australia, and Japan to announce significant initiatives aimed at enhancing regional security and cooperation. Key outcomes included the launch of a coast guard exercise, the Quad-at-Sea Ship Observer Mission for 2025, and the Maritime Initiative for Training in the Indo-Pacific (MAITRI). The Quad Cancer Moonshot project, targeting cervical cancer, was also introduced, with India contributing $10 million toward screening efforts. The summit reaffirmed the Quad's commitment to a free and open Indo-Pacific, condemned China's maritime aggression, and emphasised a rules-based international order. 


This Issue Brief traces the Quad's evolution from its origins in 2004 as a response to the Indian Ocean tsunami, through its dissolution in 2008 due to diplomatic challenges, and its resurgence in the 2010s amid growing concerns over China's influence. The renewed Quad focuses on strategic collaboration in maritime security, emerging technologies, health, and climate change. However, it faces challenges in balancing relations with China while advancing its broader security and economic goals. Through coordinated efforts, the Quad seeks to maintain regional stability while promoting democratic values and sovereignty. The brief also highlights the individual initiatives undertaken by the QUAD countries and how they have contributed them to the collective agenda.
